Abstract
The theory of change approach and other evaluation techniques can help in designing and evaluating of a Pan African Leadership Development Program. Nations in Africa and the West Indies need to utilize innovative ways to develop and retain the leadership that is required to help them achieve economic success. The future welfare and development of the West Indies and Africa resides in the ability to harness human resource and promote leadership in the public and private sector. The brain drain that is affecting Africa and the West Indies can be reduced if there is a leadership development program in place that facilitates an easy transition for foreign trained and educated nationals who want to return to their native lands to make a positive impact in their respective countries.
